This steadfast relationship between the city and Recology San Francisco
has resulted in a dependable public-private partnership, permitting San Francisco to design experimental pilot programs such
as metropolis-extensive curbside organics collection. The federal Clean Air Act and Clear Water Act
had been signed into legislation and the first Earth Day celebration was held on April 22,
1970. Within the spirit of those times, San Francisco residents proactively organized to
create new volunteer-run group recycling centers.
